Welcome to the Wisconsin Nursing Home Rate Setting website (WINHRS), operated by Myers and Stauffer, LC. Myers and Stauffer has been contracted by the Department of Health Services (DHS) to support Medicaid rate setting processes for nursing home providers. This website serves as a portal to transfer Medicaid Nursing Facility Cost Reports and supporting documentation from providers to Wisconsin DHS staff.

All users who were registered and authorized under the legacy Orbs website will need to re-register to use WINHRS. If you haven’t registered already, please fill out this form and email it to the WINHRS help desk at WINHRSHelpDesk@mslc.com. Registration and log in information will only be granted to those approved by providers and by Wisconsin DHS staff. Medicaid Cost Reports are considered public information. Cost Reports submitted in 2014 or later can be publicly accessed at the following link: https://myersandstauffer.com/client-portal/wisconsin/.
